The core purpose of Community Living Supports (CLS) is to empower individuals by increasing their independence within their home and community. CLS is a rehabilitative and instructional service focused on developing, improving, and maintaining essential life skills in accordance with the individual’s person-centered plan of service (IPOS).
CLS requires the individual’s direct and active involvement. Staff provide assistance through skill-building strategies such as prompting, reminding, cueing, modeling, observation, guidance, and limited direct assistance. Supports are delivered using the least restrictive approach and are designed to fade over time as the individual gains independence.
Skills addressed through CLS are identified in the IPOS and may include, but are not limited to:
Crucial Distinction:
CLS is a skill-teaching and skill-practice service, not a chore or task-completion service. Staff use everyday activities as opportunities for instruction and development. Tasks are not completed for the individual when the goal is skill acquisition, except as limited assistance necessary to support learning, health, or safety.
Personal Care Services (PCS) provide hands-on assistance to individuals who, due to physical, cognitive, or developmental limitations, require direct support to meet their immediate needs related to health, safety, and daily functioning.
PCS focuses on task completion and physical assistance, rather than instruction. PCS may include assistance with:
Key Difference:
PCS staff perform tasks for or with the individual to meet immediate care needs. CLS staff use tasks as a vehicle to teach and support independence. PCS and CLS must be provided only as authorized in the individual’s IPOS and may not be used interchangeably.
Home and Community-Based Services (HCBS) Rules are guidelines that make sure people receive support in their own homes and communities in ways that respect their choices, independence, and rights. These rules help ensure services support everyday life, personal goals, and community involvement—while promoting dignity, privacy, and the freedom to make decisions about one’s own life.
Community Living Support Services (CLSS) partners with individuals, and families, along with multiple Community Mental Health Authorities.
A Community Mental Health Authority (CMHA) is a local public agency responsible for planning, coordinating, and overseeing publicly funded mental health and developmental disability services for people in a specific county or region.

The CMHA’s role is to make sure individuals receive the right services, at the right time, in the least restrictive setting, while supporting recovery, independence, and community inclusion.
